In a small bowl, beat eggs with salt and dash of water. In a small nonstick skillet, combine beaten eggs with butter. Set over medium heat and cook, stirring with a spatula, until eggs are moist and just beginning to set. Season with pepper. Shred gruyere on top immediately to melt.
Toast bagel, add bacon, soft scramble, grate Parmesan cheese, and minced chives. Top with other half of bagel and serve.
