  • 1 cup bulgar wheat
  • 1 pound ground beef
  • 1 green bell pepper
  • 1 onion
  • 6 garlic cloves
  • Handful of fresh parsley
  • 1 tablespoon adobo seasoning
  • 1 teaspoon Sazon seasoning
  • 1 teaspoon kosher salt
  • 1/2 cup tomato sauce
  • Frying oil

Method

  • Step 1

    In a large bowl, add bulgar wheat and 6 cups of water. Let soak for 1 hour and then drain. Set aside.

  • Step 2

    In a food processor, add bell pepper, onion, garlic, and parsley. Pulse on high until it creates a paste. Set aside.

  • Step 3

    In a large bowl, add ground beef, vegetable paste, adobo seasoning, Sazon seasoning, and salt. Set aside.

  • Step 4

    In a large bowl, combine the bulgar wheat and ⅓ of the beef mixture. Mix using your hands until completely combined, about 3 minutes.

  • Step 5

    In a pan over medium heat, cook the remaining beef mixture until browned, about 8 minutes.

  • Step 6

    Add tomato sauce to the pan and cook until all the liquid is absorbed, about 5 minutes. Remove from heat and set aside to cool completely.

  • Step 7

    Assemble the quipes by taking 3 tablespoons of the bulgar wheat mixture, rolling it into a ball, and making a hole in the ball.

  • Step 8

    Fill the hole with 1 tablespoon of the beef filling and then wrap the bulgar wheat around the filling, forming a diamond shape with tapered ends.

  • Step 9

    Lay the quipes on a parchment-lined sheet and refrigerate for 20 minutes, or until they are solid.

  • Step 10

    Heat enough frying oil in a pan to cover 1 inch from the bottom, and cook the quipes until browned on all sides, about 8 minutes.

  • Step 11

    Remove the quipes from the oil and place on a paper towel-lined plate. Let cool completely before serving.
